3. We suggest that defensive material on the future of Hong Kong be included in the proposed list of briefs under item 8. Although the French have not yet shown any great interest in this subject, we have recently provided briefing on it for a number of prominent Europeans (eg Mr Lubbers and Chancellor Kohl), w No may mention this to them.
