ANGLO-FRENCH SUMMIT: SCENE SETTING LETTER

1. I attach the first draft of the scene setting letter for the Anglo-French Summit on 20-21 October. The Embassy in Paris have received telegraphed extracts for comment.

2. When issued, the PUS's letter will be copied to other Whitehall Departments who will have the opportunity to comment to the Cabinet Office. It is not necessary to consult other departments at this stage, therefore, though some departments may nevertheless wish to do so.

3. I should be grateful for your comments on the draft, particularly on the main areas for discussion and on the proposed list of briefs, including the departments/ministries involved and whether more briefs could be for background only. You will see that the agenda and participation have not yet been fixed.

4. This exercise is not intended to preclude briefing by individual Departments of their Ministers for the separate talks they will hold with their counterparts during the Summit.

5. Comments, please, to Mr Armour (W66, 233 4506) by 1000 on Friday 16 September so that we may submit before the weekend.
