2. The Prime Minister has now agreed that we should put the New Zealanders in the picture and keep them and the Australians up-to-date. I attach:

(a) one set of "Essential Facts";

(b) three sets of "Points to Make" for Mr Whitney's use during

these visits.

3. The "Points to Make" for use with b the Australians and New Zealanders differ to take account of the fact that the latter are being brought in later. Separate, less forthcoming notes, are provided for use with New Zealand's Parliamentary Foreign Affairs Committee.
