In his teleletter of 8 August Mr Galsworthy asked for details of the constitutional position of, and administrative arrangements prevailing, in Andorra. He had learned that the Chinese were "writing an article" on Andorra though suspected that the real motive underlying their enquiries vis-à-vis the Spanish Embassy in Peking might be to look at Andorra in the light of a possible scenario they envisage for Hong Kong. The letter of 17 August from Mr Vines in Barcelona seems to bear this out.

2. I attach Miss Boreland's minute of 24 August covering the 262)paper which Research Department have prepared on Andorra.

I also attach a suggested draft letter from Mr Clift to Mr Galsworthy which I suggest be cleared with Mr Burrows.
