1. I have consulted Lady Young by telephone about your Submission of 4 August. She is content with the programme set out in the draft telegram attached to your Submission. She agrees that security and defence policy and EC issues should be the main topics for discussion but feels it important that EC/Spain, Gibraltar, the Falklands, and Central America should be raised with Dr Mertes while he is here. She would be grateful if Dr Young could be included in her Supper Party on 12 September.
