Thank you for copying to us your letter of

21 July to David Wilson.

2.

From the 100 or so Maltese visitors to Hong Kong over the past three months, Immigration Department have identified the following members of a delegation which best fits your description:

(a) Joseph Sammut;

(b) Saviour Borg;

(c)

Anthony Cini;

(a)

Adami Noel Zarb

Sammut, the leader of the delegation gave "The Prime

A Minister's Office, Malta" as his home address. Chinese official, PAN Zhengming travelled with the delegation which arrived from London on 17 July and departed, again for London on 23 July.

3.

On his arrival card, PAN indicated that he had travelled from Malta to liaise with Everbright Industrial Corporation, which is a Chinese-backed company recently established in Hong Kong. In fact, the purpose of the Maltese mission seems to have been purely trade.
