BRIEFING FOR MR WHITNEY'S VISIT TO NEW ZEALAND (26-30 SEPTEMBER)

AND AUSTRALIA (3-10 October)

Most addressee Departments will have seen and responded to Mr White's minute to Assistants of 1 August about possible briefing for Mr Whitney's visits. Our distillation of Depart- ments' suggestions was telegraphed to the Posts in our telegram number 198 of 24 August to Wellington and Canberra. Both Posts have now replied, in Wellington telegram 250 and Canberra telegram 441 of 30 August. We have therefore drawn up the final selection of subjects, for which Mr Whitney will require briefing, as shown on the attached list. We should be grateful for con- tributions by close of play on Monday 12 September please.

Format of Briefs

2. We should like to have the briefs in final form (except for ACDD's contribution to Brief number 6 and ODA's contribution to Brief number 20, both of which we should like in draft for incorporation with SPD's own contribution) with Points to Make on pink, and Essential Facts on white please. The Background Briefs (12-20) should be on blue paper. We have decided to compile one set of briefs for use both in New Zealand and Australia. The format for all briefs should follow the attached example. Would action Departments for Brief numbers 5, 8, and 11 please liaise in order to decide which Department should produce the final form of these composite briefs.

3. The Minister has asked in particular that all briefing should be concise and as short as possible.
