1. You will have seen from Tokyo tolno 452 (copy attached for W
reference) that a meeting between Sir H Cortazzi and the Japanese Foreign Minister is now fixed for 8 September.

Our intention is that this meeting should be an opportunity for us to probe Japanese thinking on the agenda items rather than vice versa. We do not therefore intend to provide the Ambassador with copious briefing material.
3. I should suggest departments tackle the agenda as follows:

(1) No briefing required. Does NAD agree?
(2) FED to liaise with HKD.
(3) No briefing required.
Does EESD agree?
(4) Separate lines to take on each of the UNGA subjects
listed from SEAD, FID, MED, NENAD, SAD. I doubt that there is need for a separate UND contribution.
(5) MED's line-to-take on Iran/Iraq for (4) may cover for
the Middle East component of (5). I doubt that separate briefing is required from SED or EESD on Mr Abe's visits to Turkey, Bulgaria and Romania.
Assuming agreement to the above, I should be grateful if departments would provide us with a very short line for Sir H Cortazzi to take on each of the subjects under item 4 by close of play on 5 September. You may care to include references to recent guidance telegrams or other substantive telegrams which Tokyo will have seen.
