Thank you for sending us under cover of your letter of 17 August copies of a CRS paper on Hong Kong. As you say, the most interesting part is the section on US interests and options. The rest is pretty sensible, if unexceptional.

2. I do not know anything about the paper's author, Robert G Sutter, but I cannot help wondering whether he is the other half of Ms Eleanor Sutter at the US Embassy here, who drops by regularly for an update on Hong Kong's future. I might ask her next time she calls!
