FUTURE OF HONG KONG : BRIEFING THE AUSTRALIANS, NEW ZEALANDERS AND

CANADIANS

PROBLEM

1. How far we go in briefing the Australians, and whether we should now bring the New Zealanders, Canadians and any other countries more into our confidence on the question of Hong Kong's future.

RECOMMENDATION

2.

I recommend that we write to No 10 to seek the Prime Minister's agreement for us to brief the New Zealanders and Canadians on the lines of the (overt) briefing we already give the Australians, and to continue to keep all three governments generally in the picture. The Americans, however, should continue to be kept more fully briefed. A draft letter to No 10 is attached. FED, SPD and NAD
