BRIEFING FOR PROPOSED VISIT BY MR WHITNEY TO NEW ZEALAND AND AUSTRALIA

1.

Subject to formal approval from the Secretary of State and Prime Minister, Mr Whitney will be visiting New Zealand

The last visit 26-30 September, and Australia 4-12 October. to either country by an FCO Minister was in October 1982.

2. We envisage asking departments for contributions to the briefing for Mr Whitney in the second half of August. In the meantime it would help our planning if you could tell us by Friday 12 August whether your department is aware of any particular issue on which Mr Whitney should be briefed, either as a special point to make or as a defensive line to take. Some obvious areas that spring to mind relate to the UN General Assembly, Falkland Islands, Antarctica, CHOGM, RN Task Group Deployment, Civil Aviation (?), Australian Bicentenary, Hong Kong, ASEAN, Cambodia, Committee of 24(?), Nuclear dumping at

to name but a few.

In between the visits to New Zealand and Australia Mr Whitney will attend the opening ceremony of the South Pacific Commission's Annual Conference, to be held in Saipan, Northern Marianas, 1-3 October. He will meet there with a number of Ministers and Heads of Government from all the Pacific Island States, but he is unlikely to have substantive talks with any of them.
