Handling of the Meetings
7. The courtesy call on Lady Young at 1730 on 12 September
would be the opportunity for Dr Mertes to give an account of
the political situation in the FRG (Brief No. 8) and of the
FRG Government's view of the German question (Brief No. 1).
Over breakfast on 13 September, Mr Cartledge could discuss
detailed aspects of INF. From 1000-1115 approximate, Lady
Young and Dr Mertes might deal with the broader political
aspects of arms control, and then take Spain/NATO and Gibraltar
b before moving on to the Falklands, Central America/Carribean,
Hong Kong, the Antarctic and, if time allows, CHGM and Taiwan.
Mr Rifkind will wish to devote his morning session to the
Community (Internal). External Community issues, Africa and
UNLOSC would be taken after lunch at the German Embassy.

8. The Germans have suggested that talks continue after lunch.
at the Embassy because Dr Mertes wishes to brief the press,
and should leave for the airport by 1645. The agenda has been
arranged so that Lady Young would be free to leave immediately after lunch, while Mr Rifkind could continue his discussions
with Dr Mertes until 1545.
