1. TASS, from Peking and London, in Pravda and Izvestia of 13 July, reported the opening of talks with the Chinese on the future of Hong Kong. Using the_territory's Chinese name, "Xiangang", and describing Hong Kong as "a British colonial enclave in China" TASS from Peking recalled that Zhao Ziyang, in his address to the Peoples National Congress in June said that "when the time comes China will regain its sovereign rights over Xiangang and take proper measures to preserve its prosperity". But TASS from London quoted the Times newspaper as saying that the FCO had commented that a press article reporting British "recognition" of China's sovereignty over Hong Kong did "not accurately reflect the British position" There was no direct Soviet comment.
