CALL ON THE SECRETARY OF STATE BY THE MALAYSIAN FOREIGN MINISTER 12.15 ON 26 JULY 1983

Since a brief was submitted by SEAD we have heard

that Ghazali Shafie is considering whether or not to take up an invitation to visit China later this year.

When he calls on the Secretary of State, Ghazali may mention this and ask whether he can be of any help to us, eg by passing on a message to Chinese leaders.

Ghazali is well-intentioned and we should clearly not hurt his feelings, but given the present sensitive state of our talks with the Chinese it would be better, at least for the time being, if such an offer were declined.

On the other hand we should be interested to hear whether his visit to China is confirmed. It may be that nearer the time there would be advantage in giving him some up-to-date briefing through our High Commission in Kuala Lumpur, on which he might draw in speaking to the Chinese.
