Visit by the Prime Minister to Washington

Thank you for your letter of 12 April. We have conveyed the various programme points to the Embassy in Washington, who will in turn consult their American interlocutors. We will let you know the outcome.

You asked for our views on the subjects which we should propose for discussion with the Americans. You suggested that one possibility might be to devote the working lunch with President Reagan to discussion of Economic Summit issues, and the pre-lunch session to other matters. think that this would indeed be the right way to proceed. The lunch-time meeting would provide a good opportunity to discuss how President Reagan proposes to handle the agenda, and would also provide a useful lead in to a general discussion of the handling of East-West economic relations.

For the session before lunch, we presume the Prime Minister would wish to discuss East-West relations generally, including defence-related issues (INF, START), perhaps CSCE if the Western position at Madrid is under strain at the end of May together perhaps with a general review of Andropov's first six months in office. The Prime Minister may also wish to discuss the prospects for progress in the Middle East negotiations, and perhaps also - in the light of the recent exchange of messages with the President - nuclear proliferation. Other international subjects may have to be added nearer the time - for example Belize and Central America or the Falklands.

There are two other items which, depending on developments in the interim, may need to be raised: US anti-trust proceedings against British Airlines: and the US Export Administration Act. Unless the prospects look a little brighter than they do at present, it may be right to raise these matters in formal session in the pre-lunch talks.
