PRIME MINISTER'S VISIT TO WASHINGTON:
1. A mini-Summit will be held in Washington on 27 May when the Prime Minister, accompanied by the Secretary of State and the Chancellor of the Exchequer will meet President Reagan, Mr Shultz, Mr Weinberger and Mr Volcker. Although the meeting will be on a restricted scale it has been decided to follow the recently- revised standard procedure for the preparation of briefing for Summit meetings. I accordingly attach a draft letter from the PUS to Sir R Armstrong describing in broad terms the objectives of the two sides and enclosing a suggested list of briefs, to which I should be grateful to have your Department's agreement.
2. The shape of these drafts is based on an exchange of letters between Private Office and No 10. The proposed list of briefs, however, already includes a number of other items upon which it seems prudent to call for contingency briefing. Additionally, I should be grateful to know from the Departments indicated below whether they think briefing should be included on the subjects listed:
