The Canadian telegram had already found its way to Mr Martin (Assessments Staff) who showed us a copy earlier in the week. I suggest we copy it (in confidence) to Mr McLaren.

3. I do not think we want to get into too much detail with the Canadians. We are not authorised to do so, which is why I recommended Mr Walker concentrated on China's public position.

4. Nonetheless they are understandably becoming increasingly interested and concerned. There is no doubt, as Mr Davies' recent letter (on which you minuted on 2 June) showed, that applications for visas to Canada are increasing significantly.

5. You will see that Mr Anderson would like our thoughts on a number of points (in paragraph 3 of Mr Walker's minute). How far do you think we should go? I should be happy to see him if necessary.
