The Acting Deputy US Consul-General brought Mr Bill Brown to see me at the end of last week. Mr Brown, who was in Hong Kong for only half a day is a senior US Foreign Service officer who was DCM at the US Embassy in Tel Aviv from (I think) 1979 to 1982 and is about to complete a year as visiting fellow at the University of New Hampshire,

that he expects shortly to be appointed Deputy Assistant Secretary of State for East Asian and Pacific Affairs under Mr Wolfowitz. If this was confirmed we would have other

opportunities to meet.

At his request I briefed Mr Brown about recent developments over the future, including the state of confidence here (but without, of course, going into the substance of the negotiations). I found him well informed, sympathetic to Hong Kong and reasonably optimistic that a satisfactory solution would be found in the diplomatic talks. He took the view that all the cards were not in Chinese hands; in particular, the fact that the Chinese would have their eye on Taiwan in any arrangements made for Hong Kong was very much in our favour.
