Briefing of the Americans on our talks with the Chinese

Sir

1. with the Prime Minister's agreement, the Americans, are kept informed of developments in strict confidence at a high level.

O Wright has twice briefed Mr Shultz: in November 1982 (when

Vice-President Bush was also put into the picture) and before Mr

Shultz visited China in February. Apart from Mr Shultz and Mr Bush

(who also discussed Hong Kong with the Prime Minister in London in

June) only senior State Department Officials (Messrs. Wolfovitz,

Shoesmith and Burt) have received detailed briefing. The future of

Hong Kong was mentioned only briefly during the PUS's visit to

Washington from 21-24 June.
