VISIT BY THE SECRETARY OF STATE TO WASHINGTON 13-15 JULY 1983: FUTURE OF HONG KONG

1. Your minute of 23 June. I attach a brief on our talks with the Chinese on the future of Hong Kong for the Secretary of State's talks with Mr Shultz. You agreed that, in line with the Prime Minister's instructions to restrict knowledge of this sensitive subject, we need provide copies only for the Private Secretary, the PUS and NAD.

2. Apart from Mr Shultz and Vice-President Bush, only a few very senior State Department officials have received detailed breifing on the talks.

3. Strictly for your own information at this stage, a press announcement on the second phase of the talks (due to being on 12 July) will be made here tomorrow at about 12.30pm. It will be made simultaneously in Peking and shortly afterwards in HongKong. On a strictly confidential basis we are instructing our Embassy in Washington to give the Americans advance warning.

4. We shall let you know if the briefs need to be modified in the light of any developments between now and your briefing deadline of Friday 8 July. If there are any significant developments after that date we can always telegraph Washington.
