BRIEFING THE AUSTRALIANS
1. I attach several papers which you may find it useful to have with you when the Australians call for a briefing this afternoon at 1600. hours. I shall also attend. After the briefing we should send a telegram to Canberra copied to Hong Kong and Peking to let them know what has been done.

The following papers are attached:
a) the line taken with Mr Shultz last January
b) the record of your briefing of Sir Victor Garland on 4 February c) the line to take with Mr Hayden which was sent to Australia in
March for a briefing by Sir John Mason which took place on
a)
14 April.
Some points to make provided for the PUS in talking to Mr Henderson, Secretary of the Australian DFA on 7 June.
3. I think if you speak on the lines of (d) above this should probably suffice; you can of course make it clear that we appear to be drawing closer to an agreed agenda for more substantive talks.
4. I also attach in case you have time to glance at it again, a recent assessment of Hong Kong's future. In particular you may like to glance at the summary of the assessment which appears in the first four pages.
5. I think we should assume that we have authority to authorise the Governor in Hong Kong and the Ambassador in Peking to similarly bring their Australian collegues up to date on the basis of the briefing that you will be giving the Australians today.
