When the New Zealand Commissioner called on me

this afternoon I gave him a briefing on the lines set

out in paras two to six of FCO TelNo 69 to Wellington. I explained that Sir R Stratton had made available the same briefing to the New Zealand Foreign Minister; we had thought it right that Mr Muller should know what had been said, for his personal information.

Mr Muller said that he was currently putting together "a piece" for Wellington about various current developments in Hong Kong over the future. We had some conversation about the general situation (Chinese propaganda activity, the academis visit, etc.). Mr Muller asked no awkward questions.
