1. We agree that the subject of Hong Kong is likely to

arise during Zhao's visit and that it would be helpful

for your

your to brief the appropriate Australian officials,

and if possible Hayden, in advance. This should of

course be in the strictest possible confidence.

2. You should tell them that we have been holding talks

with the Chinese since the Prime Minister's visit last

September, but progress has been slow. The Chinese

are of course stressing their position on sovereignty.

of sovereignty by 1997 at the latest is not negotiatable
