I enclose (with apologies for the delay in sending it to you) a copy of a minute by Gerry Higginson recording a conversation between the Governor and the New Zealand Minister of Foreign Affairs and Overseas Trade when the latter passed through Hong Kong on his way to China. You will see that Cooper was well briefed and asked a number of pertinent questions about how Hong Kong worked and the factors making for confidence. It would be helpful to know whether Hong Kong was raised in any of his discussions in Peking and, if so, what was said.
