CALL BY SOVIET 2ND SECRETARY

1. Mr E Safronov called on me on 17 January to discuss Sino-Soviet relations, the Chinese Premier's visit to Africa and Sino-British relations. He tried to probe on Hong Kong, particularly our reaction to Chinese links leaks to the media, but I rebuffed him saying that the negotiations were what counted and that these had to be confidential.
