FUTURE OF HONG KONG: BRIEFING FOR US SECRETARY OF STATE SHULTZ
PROBLEM
1. What briefing to give Mr Shultz on Hong Kong before he
visits China in February.
RECOMMENDATION

I recommend that HMA Washington be asked to brief Mr Shultz or a senior official accompanying him, as in the attached
telegrams. FED agree.

Mr Shultz is visiting China from 2 to 6 February (he will be in Hong Kong, where the Governor has offered him lunch, on 8 and 9 February). HM Embassy Washington have suggested that it would be helpful if Mr Shultz or a senior colleague such as Assistant Secretary Wolfovitz who superintends East Asian affairs could be brought up-to-date on recent developments. With the Prime Minister's agreement, Mr Shultz, Mr Wolfovitz and other senior State Department officials were briefed by HMA Washington and Mr Donald on 4 November 1982. Any briefing before Mr Shultz's forthcoming visit must be carried out by
26 January at the latest.
4. There is not a great deal to add to the fairly detailed briefing provided in November. At the time of writing there has only been one further contact on the future between HMA
Peking and the Ministry of Foreign Affairs: a lunch on
4 December 1982 with the outgoing Vice Foreign MInister Zhang
Wenjin, which took us no further. However, HMA Peking is currently seeking a call on Zhang's successor, Yao Guang, and if he gets the call in time and Yao has anything of significance to say we may be able to send a further telegram to Washington,
with supplementary background briefing.
