VISIT OF AMERICAN VICE PRESIDENT: 9/10 FEBRUARY
1.
I submit briefing for the Secretary of State's meeting
with Mr Bush at 10.00 am on 9 February.
2. Hong Kong and General Department will consider whether
any briefing should be provided on Hong Kong in the light
of the outcome of Mr Shultz's current visit to China.

3. A brief on defence/disarmament issues for the Prime Minister's meeting with Mr Bush will be submitted separately
by Defence Department.
4.
We agreed earlier, with Cabinet Office concurrence,
that in view of the limited nature of the Vice-President's
programme, we would not on this occasion follow the standard
briefing procedures for a full-scale visit involving
the Prime Minister. Apart from the briefing on defence/
disarmament, No 10 have requested no briefing for the
Prime Minister. However, Mrs Thatcher will no doubt
wish to see the programme and personality notes prepared
for the visit and I attach a draft letter to No 10 forwarding
these.
5. We have learned that the Department of Trade are exploring with the American Embassy the possibility of a separate meeting between Lord Cockfield and Mr Martin Feldstein, the President's chief economic adviser, to pursue the
question of extra-territoriality.
