Vice President Bush was Head of the United States

Liaison Office in Peking from October 1974 to December 1975.

On 5 November 1982, Sir O Wright and Mr Donald briefed the

Vice President, as well as Secretary of State Shultz on the

lines of FCO telegram number 1890 to Washington. A report

of the briefings is in Washington telegram number 3602.

Mr Shultz visited China from 2 6 February.

to his departure from Washington, Sir O Wright wrote to him

to bring him up-to-date with developments and to suggest

some points that Mr Shultz might wish to make to the Chinese

leaders if the subject of Hong Kong came up in discussion.

We have not yet received a report on whether Mr Shultz did

discuss Hong Kong with the Chinese.

3.

Mr Shultz will be in Hong Kong from 8 - 10 February

to preside over a regional conference of American ambassadors

and chiefs of missions in the East Asian and Pacific region.

He will meet the Governor of Hong Kong, Sir E Youde, on

9 February.
