1. During the Queen's visit to the West Coast of the USA, the Secretary of State will have a working meeting with Mr Shultz in addition to incidental contacts with the President, Vice-President and other senior members of the Administration. The meeting will take place at Mr Shultz's Palo Alto home on 3 March and will provide for several hours of talks, including lunch. There will be no agenda but we are suggesting to the Americans that the principal theme which would be suitable and timely for discussion in depth is:
