Please see the attached copies of Peking tels 913 and 914. The attached Reuters report gives further background on this unhelpful article, the publication of which is clearly linked to the next round of our talks on the future beginning on 22 September.

2. Peking have asked in the second TUR to have urgently some legal points to draw on if the Chinese produce arguments at the talks similar to those made in the People's Daily article.
