1. The Times, Financial Times, Telegraph, Guardian, Mail, Morning Star and International Herald Tribune all carry reports of an article which appeared in yesterday's 'People's Daily' under the headline

'China Recovering Sovereignty over Hong Kong is entirely consistent with International Law'. A summary of the article is attached.

2. The International Herald Tribune observes that Diplomats in Peking see the article as a further sign that the two sides are still far apart and believe that the atmosphere has become increasingly sour in recent weeks.

The Times carries an article headed 'Trumping the China Card' which argues that Britain's bargaining position over Hong Kong remains much stronger than is generally realised and that both sides have much to gain if Britain takes a tougher line with Peking.

'Ming Pao saw the continued depreciation of the Hong Kong Dollar as a more immediate and more difficult problem than the Future and urged Britain and China to co-operate in a friendly manner to stabilise the Hong Kong Dollar. It hoped that the present talks would result in a joint statement which reaffirmed the two sides commitment not only to long-term stability and prosperity but also to co-operation to stabilise the Hong Kong Dollar.
