Moreover, the Hong Kong Government has noticed that in very recent weeks there have been slight signs that even the papers mentioned in paragraph 3 above may again be more willing to make editorial comments. They attribute this to increasing fears that their very existence as free newspapers may be in doubt in a Hong Kong controlled from Peking, to fears of losing readers to those papers who were continuing to speak out and to their own quiet lobbying activities.

6. The political stand taken by the press in Hong Kong

is clearly important both as a factor influencing public opinion and as a reflection of it. We shall continue to monitor it closely in conjunction with the Hong Kong Government.
