1. I asked Patrick Keatley last week where Gittings had obtained his infor-
mation. He said that the story came in on the wire from the USA in a
syndicated service to which the Guardian subscribes. Gittings made no check
call to the Foreign Office when he saw this story on the wire but simply wrote
it. I reminded Keatley that we were not commenting on the substance of the
talks, and said that the line on consultation with the people of Hong Kong remained as set out by the Prime Minister in her answer on 4 July, copy
attached.
