FILE NUMBER HKK 040/2: PRESS REPORTS ON THE FUTURE OF HONG KONG

I have been checking through this file, signing off papers. There are a number of anomalies. We must be extremely careful about which file we enter papers on concerning the future of Hong Kong.

2. This particular file is entitled "Press Reports" it might be better entitled "Press Coverage" - on the future of Hong Kong. Folios 103, 104 and 111 should be on the "Unofficials' Visit to London" file. Folios 107, 127, 132, 133 and 137, and possibly one or two others, ought to be on the "Talks" file. Folios 108, 109, 110, 114, 116, 120, 121, 130, and possibly others, all concern Mr Hayden's visit to Hong Kong which was dealt with on another file.

3. I can see why the confusion arises, but we must get things clear in our minds. The attached file should contain telegrams entitled "Press Coverage" and papers relating to stories in the press, written, and radio and TV interviews, contributions to magazines, etc. It should not contain internal minuting and discussion about eg how press arrangements are to be handled in the talks and what press line is to be used (all this should go on the "Talks" file) or for papers on which there is a perfectly good alternative file (eg the Unofficials' Visit or the visit to to Hong Kong by Mr Hayden).

4. Can we all please be more careful about this in future. All of us desk officers concerned will try to help as much as possible but if you are in any doubt please do not hesitate to ask. The main thing to keep in your mind for this file is "Press Coverage"
