2. The sentence 'This particular session is likely to last for one day' was in the draft briefing notes but was omitted from the telegram seeking Peking's and Hong Kong's comments and from the agreed text we gave the Governor. I have been unable to establish whether the omission was by accident or design. But we should have ensured that News Department had an authoritative text, and I apologise for not doing so.

I agree with Mr Roberts that use of this sentence will not have done serious harm. I look forward to seeing Peking's comments on Hong Kong telno 971. I submit a draft telegram to Peking, acquitting News Department of responsibility for any indiscretion.
