In the views of the writers, the 'self-rule' proposal, if implemented, would be 'rule under the left-wing' because the administrators would be chosen from the pro-China few who could in no way represent the wishes of the majority of the people. They therefore do not support this proposal.

As to China's intention in making use of HK as a tool in unifying Taiwan, the writers stated that the two issues could not be mixed up. The HK issue, if necessary, could only be placed on equal par with the question of Siberia and Outer Mongolia which are included in Russia's territory now.

After 145 years of British administration, the writers said, a new generation of HK has been born. Their aspirations and outlooks are different from the people in China. To equate them together purely on the same cultural heritage is against the fact.

The writers felt that it is unwise for the people of HK and those overseas to link the HK and Taiwan issue together.

As pointed out by Lord MacLehose and Mr Walden, the intention and stand of China carries much weight in talks over HK's future. At the present stage, the Governor of HK is the only representative who can safeguard the interest of HK people. The writers therefore urged the people of HK to make known their wishes to the Governor and make him their genuine spokesman.

The writers regarded the District Board election held last year as HK's first step toward democracy. The problem now is how to stabilise the situation and rid of inequitable policies.

They finally advised that since 1997 is not far away, the people of HK should act now before it is too late.
