The British Government does not commit itself on "no fundamental constitutional changes". This can be deemed as a measure made with the future changes in Hong Kong in mind.

It is certain that Hong Kong will change During the transitional period, the British Government will open its administration to prepare for future changes. It is hoped that, through systematic changes, unreasonable reaction from the public can be reduced and prosperity maintained through the transitional period.
