It said that the Letters Patent and Royalty Instructions should, in the future, be replaced by a "Mini-Constitution" drawn up by "democratic process" I think it is open to argument whether we could fruitfully float the idea of a constituent assembly for such a purpose given the clearly limited connotation which the Chinese seem to

attach to the word democratic? But given recew report that The Chinese would actually melcome an extension of demoratic consiousness. in thongkong I think it wond bone well worth a try.
