1983: FUTURE OF HONG KONG

CHECKLIST OF POINTS TO MAKE

1.

Discussed in October. Three rounds of talks since. 'Useful and

constructive'. Latest 7/8 December. next 25/26 January.

2. Have pressed for discussion of detail. Willing to discuss any

measures ensuring stability/prosperity.

3. Concentrating on Chinese ideas. Without prejudice to own

position on final agreement. Latter for Parliament.

4. Some common ground. But problem areas. More exploration

necessary.

We wish to continue to form considered view.

5. We too wish settlement as soon as possible. But right solution

more important. Stability/prosperity best insured by (a) continuity

and (b) minimum interference.

6. In close touch with Hong Kong opinion. Vital to reassure.

Collapse of Hong Kong would reflect badly on Britain and China.

7. We want best deal for Hong Kong people. Have no colonialist

aspirations.

Welcome talks to enhance Sino-British relations and Britain/

China/Hong Kong partnership.
