of democracy maintained thereafter. If you are not prepared to extend democracy then you can hardly expect us, the Chinese, to bring it in. To the Hong Kong people the Chinese seem to be saying: We, the Chinese, are prepared to bring greater democracy to Hong Kong, eg. elected leadership, than the British appear to want to bring.

6. Finally, one further example of the election idea appeared in last week's Far Eastern Economic Review, which reports the Head of Guangdong Province CPCC saying that the Head of the future Hong Kong SAR would be a local Chinese nominated by representative organisations and endorsed with a formal appointment from Peking'.

7. I believe this new Chinese emphasis on elections needs watching. I am not sure how it fits with the Governor's thoughts on democratic development. Perhaps we should drop him a line.
