terms of the attached draft.
BACKGROUND
3.
The Cabinet Office has begun to consider the Government's
legislative programme for the 1984-5 session of Parliament.
The FCO has received a routine request to submit the details
of bills that might be required during that session.
4. The transfer of sovereignty over the ceded parts of
Hong Kong to China would require an Act of Parliament. It is
very hard at present to predict when and in what circumstances
such legislation might be required. But there is a possibility
that an agreement with China on the future of Hong Kong, duly
signed, would be quickly followed by the introduction of a bill
to provide for a transfer of sovereignty in 1997, after which
the agreement could be ratified. Because of the extreme
uncertainty and sensitivity attached to the question, nothing
should be included formally in the legislative programme.
But it would be advisable for the Secretary of State to write
to the Lord President of the Council (in the latter's capacity
as Chairman of QL), indicating to him for his personal
