Dr. Denny HUANG

In my teleletter of 21 November I explained why we had not sought to debrief Dr. HUANG after his most recent visit to Peking. We have now received an account of a conversation which the Deputy Director of Urban Services, Gus CHUI, had with Dr. HUANG during one of the regular meetings between Urban Services Department and the Chairmen of Urban Council Select Committees.

At this meeting, Denny HUANG was asked for his views on the proposed visit to Peking by elected members of the Urban Council. Denny HUANG said that he had been to Peking several times in the past three years and had always been well received. He believed he enjoyed the respect and confidence of Chinese leaders, especially the late LIAO Chengzhi. He had refused an offer of member- ship of the CPPCC so that he would "be free to speak his mind" It had always been his belief that Hong Kong should be administered by Hong Kong people.

As a result of his visits to Peking, Dr. HUANG said that the visit by the Urban Council would be a waste of time. There were few options open. There was no chance of Britain continuing to administer Hong Kong after 1997. The only choices were:

that Hong Kong people should administer Hong Kong, or

b)

that Hong Kong should be administered by Peking.

In Dr. HUANG's view only the former solution would be capable of guaranteeing Hong Kong's continued stability

/and prosperity.
