The Chinese Government delegation to the Sino-British talks

The National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC)
There are a number of deputies from Hong Kong to these bodies (see sections D and E). In addition both bodies have subordinate Committees some of which appear to have some relevance to Hong Kong.
a)
The IPC Foreign Affairs Committee. Huan Xiang (1360/6763) is a Vice-Chairman of the Committee as well as Head of the International Affairs Research Centre of the State Council and an adviser to the Academy of Social Sciences. He led a delegation from the Academy to Hong Kong in 1983 and has made authoritative statement of the Chinese position on Hong Kong.
b) The
FC Overseas Chinese Affairs Committee. The Chairman He Fei (5509/7378) was reported to be a candidate to take over from Liao Chengzhi as head of the HKMO. A Vice-Chairman He Ying (0149/5391) has spoken publicly on the future of Hong Kong to Overseas Chinese visitors.
c) The CPPCC Reunification Office. It is headed by Qu Wu (1448/2976) and one of its Vice-Chairman is Wang Luang (3769/0562) the previous First Director of KCNA Hong Kong.
These organisations are probably more concerned with propagating the Chinese official line than with formulating policy.
The Chinese Academy of Social Sciences (CASS)
In 1983 a delegation from CASS visited Hong Kong. It was led by Huan Xiang (see above paragraph 4) and included a Hong (7456/3163), the President of CASS, Xu Dixin (6079/3321/2450) a Vice-President and Director of the Economics Institute, Qian Junrui (6929/0193/3843)
