ORGANISATIONS AND PERSONNEL
PRINCIPAL PARTY AND GOVERNMENT LEADERS RESPONSIBLE FOR FOLICY ON HONG KONG
Deng Xiaoping (Chairman of the CCP Advisory Commission and a member of the Politburo Standing Committee): He discussed Hong Kong with Mir Atkins (in January 1982) and Mrs Thatcher (in September 1982), as well as with Mr Heath (in 1982 and 1983). His talks to a group of Hong Kong delegates to the National People's Congress and the Chinese People's Political Consultative Conference in June 1983 provided an authoritative outline of Chinese views.
Hu Yaobang (CCP General Secretary): He referred to policy on Hong Kong in a speech to a Party meeting in early 1982. In August 1983, he made the first public announcment of China's intentions to recover sovereignty on 4 July 1997. However there is no real evidence that he takes a close daily interest in Hong Kong matters.
Zhao Ziyang (lember of the CCP Politburo Standing Committee and Premier): He also discussed Hong Kong with Mrs Thatcher in September 1982, and has received several delegations of Hong Kong businessmen visiting Peking. Deng has said that he and Li Xiannian are in overall charge of Hong Kong matters.
Li Xiannian (President of the People's Republic of China and a member of the CCP Politburo Standing Committee): He shares supervisory responsibilities with Zhao Ziyang.
Ji Pengfei (State Councillor, and a member of the Standing Committee of the CCP Advisory Commission): He took over from the late Liao Chengzhi as Head of the Hong Kong Macao Office of the State Council. He is a former Minister of Foreign Affairs (1972-74) and Head of the Party's International Liasion Department (1979-1982).
Xi Zhongxun (CCP Politburo and Secretariat member):
Spoke on Hong Kong to a Hong Kong Trade and Development Council delegation in November 1982 and to Unofficial memebers of the Legislative and Executive Councils in May 1983.
Gu Mu (Member of the CCP Secretariat and a State Councillor): Up to the end of 1902 he frequently met Hong Kong businessmen, but now sees less regularly. He has responsibilities for the Special Economic Zones.
Deng Yingchao (f) (Member of the CCP Politburo, Chariman of the Chinese People's Political Consultative Conference): She has been active in Overseas Chinese Affairs, and occasionally meets Hong Kong visitors, but probably has more to do with Taiwan than Hong Kong.
