CHINA AND THE REGISTRATION OF INTERNATIONAL AGREEMENTS AT THE UN
1.
We would find it very helpful to know what is the Chinese attitude to the procedure whereby international agreements are registered in accordance with Article 102 of the Charter.

2. So far as Research Department can establish from their records, certain agreements to which the Chinese are a party have indeed been registered. (See Rod Wye's minute of 30 September, (601) 60 attached.) But it is impossible to tell from the material which
we have whether this is because the agreement was registered by the Chinese or, as we suspect is more likely, by the other party to the agreement. (As we understand it, registration need not be a matter of mutual agreement between the parties.)
3. It would be most helpful if you could have a discreet word with the UN Secretariat to clarify this point. If possible we should like to know not only whether the Chinese have ever made use of the procedure, but how in the abstract they view it. Is there any evidence to suggest that they would feel themselves more closely bound by an agreement if it had been registered in this way? We should, of course, also be interested in any comments which Peking can offer.
