"Negotiations on Hong Kong's future are taking place in Peking between the British and Chinese Governments. Their content is confidential but the common aim of the two sides is the maintenance of Hong Kong's stability and prosperity. The aim of Her Majesty's Government is to reach a solution that is acceptable to the British and Chinese Governments and to the people of Hong Kong. HMG are not making any rigid preconditions as to how this might be achieved and are receptive to any proposals that would meet these criteria. The views of the Hong Kong people are being taken into account".
