Naturally, there has been and continues to be

considerable speculation about the content of the Sino-

British talks on the future of Hong Kong. As you may

know, these are taking place through diplomatic channels

in Peking. Their content is confidential but people in

Hong Kong should not take lack of official bulletins for

lack of action. It is the talks themselves which count

and not what is said outside them.

The British Government's aim in the talks is to seek

a solution which will maintain Hong Kong's stability and

prosperity and will be acceptable to Britain, China and

the people of Hong Kong. The views of the latter are

being taken fully into account. HMG are not inflexible

in their approach, but are willing to consider any proposal.
