1. I attach a copy of teleletter from the Assistant Political Adviser in Hong Kong about an alleged new Deputy Director of NCNA Hong Kong. Peking have as yet had no visa application from Chen.

2. We do not have much information on his background. He visited Egypt in May 1956 as an NCNA correspondent attached to a Chinese Trade delegation. Between 1958 and 1960 he was the NCNA correspondent in Iraq. Thereafter we have no record until January 1983 when he was noted as a Deputy Director General of NCNA. He had evidently maintained his connection with the Middle East. His appearance in January 1983 was on the occasion of Zeng Tao's departure for Egypt and his only other public appearance was when Huang Hua met Egyptian journalists in July.
