Thank you for your thoughtful and perceptive letter

597 of 27 September following your recent visit to Hong Kong.

I am glad the Law Conference was a success.

I was particularly interested to have your views on

the territory's future and on the state of confidence there.

I agree with you that political considerations are almost

certainly dominant in Chinese thinking. Realisation of that is probably a major cause of people's anxiety in Hong Kong.

As you will know, the next round of talks will be

on 19/20 October. Between now and then we have to consider

very carefully indeed the line that the Ambassador is to

take.

As part of this process, I have had useful meetings this week with the Governor, the Ambassador and the Unofficial

members of the Executive Council. Their talks with me and

with the Prime Minister have been of the utmost importance in getting our line right.
