SECRETARY OF STATE'S PARTY CONFERENCE SPEECH
I attached to my minute of 7 October a short passage on Hong Kong. Mr Luce suggests that the second sentence of para 3 may in some respects be a hostage to fortune and that it be replaced by a more general amplification of HMG's intentions.
2. The following is my suggested new second sentenceof para 3:
'We intend to pursue detailed discussions with the Chinese Government, looking at the Hong Kong question from every angle. We aim to reach a settlement which will permit the continuation of Hong Kong's stable and prosperous society. '
